Overseas Exports

If you use or resell a product purchased from us overseas, you may be required to submit a parameter sheet (*1) in accordance with the Export Trade Control Order to the relevant authorities.
This parameter sheet can be prepared by the exporter, but it may also be prepared by the manufacturer or distributor at the exporter’s request.

We issue certifications for microscopes, cameras, stereo microscopes, etc. upon customer request.

【Export Restrictions】

・Purpose of Export Controls
Following the end of the Cold War, in order to ensure global security, it became necessary to prevent the proliferation of weapons of mass destruction, including nuclear, biological, and chemical weapons, and missiles, and to restrict the export to regions of concern of advanced materials, equipment, and general-purpose goods used in the manufacture of weapons in order to prevent regional conflicts.

・Japan’s regulations
Under the Foreign Exchange and Foreign Trade Act (FX Act), permission and certification from the Minister of Economy, Trade and Industry is required to export regulated items and technologies.
The items, technologies and requirements are listed in Appendix 1 of the Export Trade Control Order (Export Order) for regulated goods, and in Appendix 1 of the Foreign Exchange Order (FX Order) for regulated technologies.

・Procedure for determining whether or not a product is applicable
The Export Trade Control Order, Appendix 1, classifies goods that are of concern as being used for weapons of mass destruction or conventional weapons into categories 1 to 16, depending on the type of weapon they are concerned could be used for.

②If the product falls under the list restrictions
You will need to undergo an examination.

This regulation restricts the export of goods related to weapons, weapons of mass destruction, conventional weapons, etc., listed in Items 1 to 15 of Appendix 1 of the Export Trade Control Order, and the provision of technologies listed in Items 1 to 15 of the Foreign Exchange Order.

③Catch-all Control Checks
Even if an export does not fall under Items 1 to 15 of Appendix 1 of the Export Trade Control Order, if the goods are subject to Item 16 (catch-all controls) and fall under the following categories, a license is required for export (unless the destination is a white country).

  1. When there is a risk that the product may be used for the development of weapons of mass destruction, etc.
  2. When the Ministry of Economy, Trade and Industry notifies the user that a license application is required
  3. When the product falls under catch-all regulations

You will need to undergo an examination.

④When neither list regulation nor catch-all regulation applies
No permission is required for export. However, customs may ask whether a classification has been made, so we recommend that you prepare a certificate of non-applicability stating that the product is not subject to list restrictions.

・Inform requirements
The exporter must receive notification (inform) from the Minister of Economy, Trade and Industry that “the goods to be exported may be used for the development of weapons of mass destruction, and therefore an export license must be obtained.”

Since this falls under the category of goods listed in Item 16 of Appendix 1 of the Export Control Order, an export license may be required depending on the destination area and catch-all control requirements listed in the same item.

2. What is the Japanese Certificate of Origin?

“Country of origin” refers to the nationality of the goods being traded. Therefore, a “Certificate of Origin” is a document that certifies the nationality of the goods being traded.
Because the purpose of a Certificate of Origin is to certify the nationality of the goods, it cannot contain statements that are unrelated to the original purpose of a Certificate of Origin, such as “The goods are as per the contract” or “The product price is appropriate.”
